Submitting Enrollment Changes During Open Enrollment

Applies to Existing, Fully Insured and Level-Funded Small Groups
As we enter the final months of 2026, Open Enrollment will begin for many employer groups.
During this time, Blue Cross and Blue Shield of Illinois has various options for producers/brokers and group administrators to submit member coverage applications and changes for Fully Insured and Level-Funded arrangements.

| Ways to Submit Applications/Changes | Process | |

| 1 | The producer/broker or group administrator can log directly into Blue Access for Employers℠ and enter member enrollment information or coverage changes directly. Note: This method is the most efficient and direct option for completion. | Upon notification that group setup is complete, member maintenance and new member enrollment capabilities are available to producers/group admins 24/7. This method provides the most access because producers and group administrators can see when changes are complete and then generate virtual ID cards. |
| 2 | Submit a message to Eligibility Processing via the Membership Message Center located in the employer portal. | Use the Message Center to submit membership applications, enroll new members in existing plans and update existing member information. This process closely resembles traditional email with a familiar end-user experience. Review the Membership Message Center User Guide and FAQs. |
| 3 | Use the Request Center to attach enrollment changes or member applications to the account-level renewal submission. | After group setup is complete, member-level submissions are sent to the Eligibility Processing team. This process may take longer since the Request Center primarily processes account-level changes. |
