Ombudsman Program
The Illinois Long-Term Care Ombudsman Program (LTCOP) is a program offered by the Illinois Department on Aging. It works to protect the rights of residents in nursing homes and other long-term care facilities. The goal is to ensure a member receives quality care.

What are ombudsmen?
Ombudsmen help resolve issues for Medicaid members in who live in a long-term care setting. They can help keep an eye on the care you get. They can also speak up for those who can’t speak for themselves.
Why contact an ombudsman?
You can reach out to:
- Report a problem or concern that occurred in a long-term care facility
- Find out residents’ rights to care
- Learn how residents can take part in decisions about their care
- Discuss an involuntary transfer or discharge from the facility
- And more
The LTCOP empowers members in these facilities to take a self-directed approach to care. It also helps with issues members, or their families, have with these care settings.
