Dan McCoy, MD

Maurice Smith

President

Maurice Smith was appointed president of Blue Cross and Blue Shield of Illinois (BCBSIL) in February 2015. As president, he is responsible for the overall financial performance, long-term growth strategy and strategic planning of the state’s largest health insurance company, which serves more than 8 million members. In 2017, BCBSIL’s economic impact in the state of Illinois was $1.3 billion, including wages, taxes, benefits, charitable contributions and real estate spend.

Maurice is also responsible for the strategic direction of BCBSIL. This includes ensuring that the company delivers on its commitment to improve the health of communities across the state. Smith advocates for ways to lower the cost of care and improve health care quality and patient outcomes. Under his leadership, BCBSIL expanded access to care to every county in the state through strategic investments to improve provider network adequacy. He also is leading the opening of BCBSIL’s first-ever neighborhood-based center, the Blue Door Neighborhood Center. Opening in April 2019, the center will aim to positively impact the health of residents on Chicago’s South Side.

Maurice continues to help ensure that BCBSIL maintains solid performance and long-term growth amid the complex and ever-shifting health care marketplace. The company has strong market share and has performed at this level for many years. However, the prevalence of health disparities presents both a moral and economic imperative for action. In light of this, Maurice is positioning his team to better meet the needs of today’s health care consumers by innovating to meet local market needs for our employer, government and individual plan members.

Maurice began his career as an intern at Health Care Service Corporation (HCSC) — which operates Blue Cross and Blue Shield Plans in Illinois, Montana, New Mexico, Oklahoma and Texas — in 1993. Since then, he has held a number of executive roles with increasing responsibility, including senior vice president, Business Development and Subsidiary Management, divisional vice president, Business Development and Subsidiary Management, and vice president of Corporate Transactions/Business Analysis. He also served as the chairman of the Board of Directors for Dearborn National Life Insurance Company, a subsidiary of HCSC. While chairman, Maurice successfully led the company through its financial turnaround and stabilization efforts.

Maurice has been honored with numerous industry awards, including the Chicago Defender “Men of Excellence” for his commitment to local communities (2018), AdWeek’s “20 Rising Brand Stars Who Are Helping Make Chicago a Hub for Marketing, Tech and Culture” (2017) and Chicago United’s “Business Leaders of Color” (2013).

Maurice’s current philanthropic endeavors include actively serving on the boards of the Chicago Sinfonietta (chair), Chicago Civic Consulting Alliance, Chicago Civic Federation, Chicago Council on Global Affairs, Roosevelt University and the Common Ground Foundation. He holds a MBA from Pepperdine University and a bachelor’s degree in business administration from Roosevelt University.

Esteban López

Derek J. Robinson, M.D., MBA, FACEP, CHCQM

Vice President and Chief Medical Officer

Dr. Derek J. Robinson is vice president and chief medical officer for BCBSIL. In this role, Dr. Robinson provides clinical leadership and strategic oversight to help ensure effective and efficient delivery of quality medical care to more than 8 million health plan members. Dr. Robinson, a practicing emergency medicine physician, also serves as the chair of the company’s Health Equity Steering Committee. This committee is responsible for the development and implementation of the company’s health equity strategy, including institutionalizing equity across the company’s business operations.

In his prior role, Dr. Robinson served as vice president, Enterprise Quality and Accreditation at HCSC. During his tenure, he was responsible for quality improvement operations for retail, Medicare Advantage, managed Medicaid and Federal Employee Program membership.

Prior to joining BCBSIL, Dr. Robinson was the first physician member of the executive leadership team at the Illinois Health and Hospital Association, where he led efforts to improve health care quality and safety for patients across Illinois. Dr. Robinson is the former chief medical officer for the Centers for Medicare & Medicaid Services’ Chicago regional office.

Dr. Robinson is board-certified in emergency medicine by the American Board of Emergency Medicine, a Fellow of the American College of Emergency Physicians and a diplomat of the American Board of Quality Assurance and Utilization Review Physicians. He holds degrees from Xavier University of Louisiana, the Howard University College of Medicine and the University of Chicago Booth School Of Business.

Dr. Robinson completed his residency training in emergency medicine at the University of Chicago. He is an adjunct faculty member at the Northwestern University Feinberg School of Medicine and the Indiana University Northwest School of Medicine. Dr. Robinson is also a member of the Economic Club of Chicago and serves on the Board of Trustees at Xavier University of Louisiana. He is also a member of the American Heart Association’s Diversity Leadership Committee.

Dr. Robinson is a married father of 2 sons and resides in Chicago. During his free time, he enjoys swimming, cycling and fishing. He is also passionate about mentoring young people.

Paul Hain

Donna Levigne

Divisional Senior Vice President, Health Care Delivery

Donna Levigne leads the Health Care Delivery team for BCBSIL. In this role, Donna provides strategic leadership in the development of a network management strategy. Her responsibilities include network strategy, contracting, operations and governance for all Illinois group, retail, Medicare and Medicaid segments.

Donna is an advocate for shared goals around health-based outcomes and has worked with BCBSIL’s network providers to implement value-based payment strategies focused on lowering health care costs and improving access to high-quality and cost-effective care.

Under Donna’s leadership, BCBSIL has expanded Medicaid network access to every county in the state. In addition, through innovative partnerships with providers, BCBSIL has grown its Accountable Care Network to include 20 provider organizations caring for more than 1.4 million members.

Donna joined BCBSIL in 2011 with over 25 years of experience in managed care — on both the health plan and provider sides of the industry. Prior to joining BCBSIL, she served as the president and chief operating officer for the Illinois market at North American Medical Management. In this role, she was responsible for the organization’s strategy, business development and market share growth. Donna is a veteran of the managed care industry, having served in key leadership roles for Access HMO, Anchor HMO, Rush Health Plans, Holy Cross Hospital, Private Health Care Systems, Concentra Preferred Systems and Naperville Health Care Associates.

Donna serves on the board of the DuPage Health Coalition (DHC), a partnership of health partners, including hospitals, doctors and leaders of community organizations, working to make health care more efficient and effective. DHC connects lower-income families to high-quality health care, regardless of their ability to pay.

Donna is also a member of the Board of Directors of the Midwest Shelter for Homeless Veterans. This nonprofit organization is dedicated to providing veterans and their families with housing and supportive services that lead to self-sufficiency and ensuring that no veteran is left behind due to homelessness, joblessness, poverty and/or mental health issues.

Donna and her husband live in Naperville, Illinois.

Robert Morrow, MD, MBA

Brian Snell

Divisional Senior Vice President, Illinois Group Markets

Brian Snell leads sales and account management for all Illinois group market segments and works to ensure that BCBSIL continues to deliver customer-first operational excellence by anticipating customer needs and offering data-driven solutions.

Prior to assuming his current position, Brian served as vice president, Sales. In this role, he led new business growth in the small, middle, large and national/major account segments. He also had account management responsibility in the middle and large group segments in Chicago.

Brian is an accomplished leader with more than 25 years of experience with BCBSIL, having previously served in roles in underwriting, account management and sales.

Brian currently serves on the Board of Directors for Envision Unlimited, a nonprofit organization that provides care for people with intellectual and developmental disabilities.

He holds a Bachelor of Arts from the University of Illinois and an MBA from DePaul University.

Darrell Beckett

Jill Wolowitz

Vice President, Government Relations and Community Affairs

Jill Wolowitz leads BCBSIL’s state and local government relations and community affairs efforts. In her role, she advocates for policies to support a stable health insurance market for consumers and increase Illinoisans’ access to health care. She is the company liaison to the Illinois legislature and state regulatory agencies, coordinating the company’s input on proposed laws and regulations that impact health insurance delivery and health care in Illinois.

Jill oversees BCBSIL’s grants and community outreach programs. Her team works with social service organizations, health care providers and civic organizations to drive community health by supporting programs to close gaps in care and address the social determinants of health. Jill’s team also manages BCBSIL’s community outreach efforts, which include participation in health fairs, parades and events as well as employee volunteer activities. In 2018, BCBSIL employees committed more than 70,000 hours to community service.

Prior to assuming her current role, Jill served as the company’s federal health policy expert, focused on implementation of the Affordable Care Act’s requirements for the private insurance markets. She began her career at BCBSIL as a health insurance regulatory attorney, providing legal advice on all aspects of health insurance operations, such as insurance benefit requirements, member appeal and grievance rights and company reporting obligations.

Jill has also held positions in the law departments of the Blue Cross and Blue Shield Association and the American Dental Association.

Jill has a J.D. and an LL.M in health law from the DePaul University College of Law and a Bachelor of Arts in history from the University of Wisconsin–Madison.

She serves on the boards of the Civic Federation, Illinois Manufacturing Association and Chicago Cares.

Shara McClure

Nathan Linsley

Divisional Vice President, Finance and Strategy

Nathan Linsley leads BCBSIL’s network innovation efforts centered on going deeper with providers to enable whole-person care. Nathan’s team focuses on building more fee-for-value relationships and ensuring that members have access to the best providers based on quality, performance and other key health care quality indicators to help close gaps in care.

In his prior role, Nathan served as divisional vice president, Finance and Strategy. In this role, he provided financial analysis and oversight for the company’s annual strategic plan. He also previously served as chief of staff to the president of BCBSIL.

Prior to joining BCBSIL, Nathan worked for HCSC’s Corporate Transactions department, supporting the company’s merger and acquisition activities.

Nathan joined HCSC from Northern Trust in the company’s Corporate and Institutional Services business unit. Prior to that, he spent 7 years as a mechanical engineer.

Nathan holds a bachelor’s degree in mechanical and aerospace engineering from the University of Michigan and an MBA from the University of Chicago Booth School of Business.

Shara McClure

Dana L. Holmes

Chief of Staff — Office of the President

Dana is a seasoned business leader focused on building and reinforcing company reputation, engaging and empowering employees and aligning key business strategies to performance goals. As an essential executive partner, she is keenly focused on positioning and strengthening relationships within organizations, across peer groups and with public constituencies.

In her current role as chief of staff, Dana leads strategic planning, budget coordination and multiyear business goals for the company. She also serves as the liaison for the Office of the President. In this role, she supports collaboration and communications across the Blue Cross and Blue Shield Plans in Illinois, Montana, New Mexico, Oklahoma and Texas and with key community stakeholders.

Dana joined BCBSIL in 2017 as the executive director of Communications and Positioning with more than 20 years’ experience in communications, business operations and strategy. Dana has a successful track record working with Fortune 100 C-suite executives developing and contributing to short- and- long-term operational efficiency plans to support global market strategy and business transformation.

Dana has served on a number of boards, including the boards of The First Tee of Greater Chicago and the Lake County Urban League. She recently co-chaired the American Cancer Society's 2018 Discovery Ball and is on the board of the American Heart Association’s 2019 Heart Walk.
