Health Benefits for Immigrant Adults and Seniors (HBIA/HBIS)

Welcome to Blue Cross Community Health PlansSM (BCCHP). As a HBIA/HBIS member, we are proud to provide medical benefits. We’re here to help you meet your health care goals and get the care you need. With BCCHP, you are covered for medical care, prescription drugs and more. Your plan also offers extra services called Value-Added Benefits (VABs). VABs cover more than just your standard Illinois Medicaid benefits. They are designed to help keep you and your family healthy. Enrollment in these programs will not affect your immigration status and immigration application. What is Covered?

  • Medical Care

    This new program offers a full medical benefit plan. Some of what your plan covers includes:

    • Doctor and hospital care
    • Lab tests
    • Physical and occupational therapy
    • Home health care
    • Mental health care and treatment for substance use disorder
    • Dental and vision care 
    • Prescription drugs
    • 90-day nursing facility rehab stays
  • Prescriptions

    Your plan includes Rx benefits.

    • BCCHP uses a Preferred Drug List (PDL).
    • The PDL is provided by the Illinois Department of Healthcare and Family Services (HFS).
    • BCCHP must follow the HFS provided PDL. This is to help your doctor choose which drugs to give you.
    • Covered drugs on the PDL have a $0 copay if filled at in-network pharmacies.
    • Certain drugs on this list need approval or have limits based on medical necessity.

  • Transportation

    BCCHP offers free medical transportation for your medical needs. You can get a ride to a provider’s appointment, pharmacy (following your appointment), or a BCCHP event. You can also get a ride to a Blue Door Neighborhood Center. Learn more about Transportation Services.

  • Dental Care

    BCCHP provides dental coverage for your dental needs. Dental providers take care of your teeth. You do not need a prior authorization from your PCP for dental care. Learn more about Dental Coverage.

  • Vision Care

    BCCHP provides vision services or eye care benefits. You do not need approval from your PCP to see an eye doctor in the plan network. Learn more about Vision Coverage.

What is Not Covered?

Some services that are not covered include:

  • Home and Community Based Waiver services
  • Transplant services (these are limited to kidney transplants and stem cell and bone marrow transplants)
  • Long-Term Care facility services

Cost Sharing

Your plan includes cost sharing in the form of copayments and coinsurance. Copays are fixed amounts you pay for a covered health care service. You usually pay a copay when you get the service. Coinsurance is calculated based on the percentage of an allowed amount.

Nonemergency Inpatient Hospitalizations

$250 copay per stay

An Inpatient Hospitalization is an overnight stay in the hospital.

Ambulatory Surgical Centers and Outpatient Services: Up to 10% of the Medicaid payment. The amount you can be charged will vary depending on the service. Your provider can tell you the amount you will be charged prior to providing the service.

Ambulatory Surgical Centers are facilities where surgeries that do not require a hospital stay are performed.
