Long Term Services and Supports, Home and Community Based Waivers
Under the Affordable Care Act (ACA), there will be greater access to Home and Community Based Services (HCBS) through Long Term Services and Supports (LTSS) providers. LTSS providers render medical and non-medical services to seniors and people with disabilities who are in need of sustained assistance.
LTSS may be performed in institutional settings, such as nursing and intermediate care facilities. Additionally, qualified MMAI, ICP, FHP and MLTSS members may receive non-traditional services in the community or in their homes, rather than being placed in an institutional setting.
Two Illinois agencies – the Department of Aging and Department of Human Services’ Division of Rehabilitation Services – make the determination if a person is eligible for these non-institutional services. Individuals may qualify for the HCBS Waiver program through an eligibility assessment of income, resource status and functional needs criteria.
