Government Programs: Rate Increase for Homemaker Providers

Effective August 1, 2017, the reimbursement rates for Homemaker Providers enrolled in the 1915 (c) Home and Community Based Waivers for Aging/Elderly, HIV/AIDS and Persons with Disabilities, increased to $18.29 per hour, with an enhanced rate for Homemaker providers offering health insurance coverage equal to an additional $1.77 per hour on top of the $18.29 per hour rate. The Department of Healthcare and Family Services (HFS) received formal approval for the rate increases from the Centers for Medicare & Medicaid Services (CMS) on December 26, 2017. HFS posted the provider notice of approval and implementation for the rate increase on January 10, 2018.
Please be advised that the enhanced rates noted above were properly configured in the Blue Cross and Blue Shield of Illinois (BCBSIL) claims system on February 23, 2018. Homemaker providers can begin to bill with the increased rates, if you have not done so already.
BCBSIL will reprocess claims received with the dates of service, August 1, 2017, through January 10, 2018, to pay at the updated reimbursement rates. For dates of service, January 11, 2018, to the present, providers should bill with the correct reimbursement rates. BCBSIL will process these claims as usual. If a Homemaker provider has not billed with the increased reimbursement rates, they will need to resubmit the claims as corrected claims.
